Comment: What can you say?! It's not exactly a gripping read, but for anyone working in HB or CTB it's the law! Essential for all practitioners or advisers. If you don't work in benefits and happily pay your rent and/or Council tax each month perhaps you're best to avoid, especially if you want something to read for the beach!
